On a street corner in New York, the scientist is met by a member of 'The Service', Murphy, whose job it is to deliver Kloptik to a secure location — Bermuda. Aboard a plane, Kloptik meets Jack Thornhill, a member of the British Civil Service, and tells his story, delivering worrying news from Eastern Europe: While the West's focus has switched to the Islamist threat, a few old warriors have been continuing their long vigil in Warsaw. A group of academics, who call themselves The Night Watch, after Rembrandt's famous painting, have been observing the secret activities of Soviet Russia in Poland. But when Kloptik is approached by the dangerous and mysterious Golkov, who wants Kloptik to cooperate on a covert and worrying scientific programme, the lives of his fellow academics are threatened. To save his colleagues from harm and morally compromising work, Kloptik agrees to help Golkov in secret.

The scientist is worked to the bone and kept as a prisoner but he manages to disguise an attempt to warn international intelligence of this experiment as a business trip to Hamburg. While Kloptik is away, Golkov trials the drug on 'large mammals' and the potency of the new drug becomes clear: it amplifies human aggression to the point of suicidal carnage. This drug would allow warfare of a new kind.

Aboard the plane, Thornhill and his team, Murphy, Darcy and Morag, assess the likelihood and accountability of Kloptik's story, discussing past organisations who have invested in 'mind control' and human experimentation. Morag believes that whoever is behind Golkov's experiments might be planning to do something at the Global Peace Summit in Geneva because its attempts at peace would make their work impossible. Thornhill thinks that whoever is behind this work must have a huge capital base and access to cutting edge technologies in computers, chemistry, biology and genetics. He believes the USA is the only place in the world where sufficient money and science could be mobilised for a coup like this, and any organisation with that sort of power will also have intimate contacts with government …

Morag believes a billionaire called Aaron November could be the source of this evil and the story moves through the labyrinths of power in Whitehall and Washington, to the Nibelungen of Hamburg's notorious Reeperbahn and out into the deserts of the American South West. There, Helios and Dynamos, huge domed visitor attractions, are showpieces for a future devoid of conflict, but they conceal the price at which such peace is bought.

Will The British Service be able to put an end to Soviet corruption? Will Thornhill and his team be able to discover who the orchestrator of such destruction is? Will they be able to save millions of innocent lives caught in the balance?
