A former FBI cryptologist and now Tangipahoa Parish Deputy Sheriff, Haley Browder, has a nice quiet lifestyle living on a bayou north of New Orleans. That is, until FBI Agent Serena Keith is discovered murdered and dumped in the swampy bayou. Haley is recruited by the FBI in D.C. to decipher Agent Keith's cryptic notes prepared just before her murder. The person recruiting her is her former mentor, Deputy Director Steve McMann, whom she also had a relationship with that ended badly. The murder victim's notes are anticipated to identify suspected corruption at several levels in the government stemming from the theft of millions in Hurricane Katrina recovery funds. Haley is suddenly the next target of those who want the investigation to be thwarted. She is joined by United States Marshall Jay Thibodaux in attempting to get her revealing report to the proper and trusted authorities Trouble is, who does she trust? There are FBI insiders in the criminal conspiracy as well as New Orleans crime family members.
Trying to stay underground, Haley has another small issue: The Marshall's family is part of one of the New Orleans crime family involved and Haley isn't so sure of his intentions.
Meanwhile, the FBI's investigation tracks the millions in stolen money into the Cayman Islands and ultimately into Cairo, Egypt where more lives are at stake. The investigation leads to confirmed high-level government corruption as well as to in-house activity that compromises the integrity of the agency.
