Police respond to a 911 call where they discover the body of a young woman who has been tortured, mutilated then strangled with a pair of pantyhose. Patrol cars sweep the vicinity of the killing and find Andy running in the street. A pair of pantyhose is found in his pocket. He is taken to the police station to be questioned and held as a person of interest.
